18 March is Thai Local Government Day. It recalls King Chulalongkorn, Rama 5, establishing Tha Chalom Sanitary District on 18 March B.E. 2448 (Rattanakosin Era 124), an early step in decentralization and local public participation that helped lay foundations for democracy. On 22 June B.E. 2553 (2010), the Cabinet designated 18 March each year as Thai Local Government Day. Samut Sakhon holds its annual Tha Chalom Sanitary District tradition event on that date, alongside activities in other provinces. The historical account states that Thailand's first sanitary district, Bangkok Sanitary District, was established in B.E. 2440 (Rattanakosin Era 116) under the Bangkok Sanitation Royal Decree. Its administrators were not elected; they answered to the Minister of Metropolitan Affairs, following arrangements the King had observed abroad. Eight years later, on 18 March B.E. 2448 (Rattanakosin Era 124), Tha Chalom in Samut Sakhon became the first provincial sanitary district, now part of Samut Sakhon City Municipality. The delay reflected Prince Damrong Rajanubhab's view, as the first Minister of Interior, that self-government required residents' cooperation in taxation and maintaining orderly communities; compulsory establishment without public recognition of its necessity would fail. Tha Chalom is therefore regarded as the beginning of decentralized local self-government in Thailand. Local agencies mark the day with activities, including public-service work.
