The International Anti-Corruption Day was established following the unanimous adoption of the United Nations Convention against Corruption (UNCAC) in 2003 by the United Nations General Assembly. On October 31, 2003, 191 UN member states, including Thailand, signed the convention. The signing took place from December 9-11, 2003, in Merida, Mexico. As a result, the United Nations designated December 9th of each year as International Anti-Corruption Day. In 2016, the theme was "United against corruption for development, peace, and security." The UNCAC 2003 convention outlines three key areas of cooperation for member states:
1. Regarding preventative measures: All countries should prioritize preventing corruption as their primary concern.
2. Regarding the definition of criminal offenses: All countries should consider all forms of corruption as a crime.
3. International Cooperation: All countries must cooperate to ensure that the agreement is effectively implemented.
